Madagascar today became the 44th country to sign the International Covenant on Civil and Political Rights and the 16th to sign its Optional Protocol. The Covenant requires countries to implement the rights and freedoms proclaimed in the Universal Declaration of Human Rights. The Optional Protocol will allow the UN to consider individual claims of violations of rights set out in the Covenant.
