Troubetzkoy, President) and the Geneva office regarding members wanting to re-locate in South America (Bolivia, Paraguay), includes resolutions of the General Assembly to consider the Refugee Service as intermediary and protector of the members in the colonization scheme. Prince M.A. Radkevitch-Mirsky succeeds Troubetzkoy as President from 21 Aug. 1927.

There are also regulations regarding the revolving fund created on the basis of the decisions made during 6th and 7th Assemblies of LON.

The exchanges between the Geneva Office and Zemstvos Union president is subsequently taken over by the Belgrade Office (Mr. Childs).
