General Assembly resolution 1780 (XVII) (12.1962) requested ECOSOC to ask the Commission on Human Rights to prepare a draft declaration on the elimination of all forms of racial discrimination and a draft international convention on the elimination of all forms of racial discrimination. The drafts were to take into consideration any international instruments already adopted in the field by the specialized agencies.
The records include a report by the Special Rapporteur Mrs. A. Refslund Thomsen (Denmark) on the consideration of the draft principles by the Third Committee. In 11.1963 the General Assembly, on the recommendations of the Third Committee adopted resolution 1904 (XVIII) proclaiming the United Nations declaration on the Elimination of all Forms of Racial Discrimination, resolution 1905 (XVIII) on publicity to be given on the Declaration; and resolution 1906 (XVIII) on the preparation of a draft international convention on the elimination of all forms of racial discrimination. The Commission on Human Rights was again directed to take into consideration the international instruments as well as the findings of the Sub-Commission in giving absolute priority to the preparation of an international convention.
