This file contains correspondence, meeting minutes, press clippings, and other documents related to the status both of minority groups in Austria - particularly the Jewish and Slovenian populations - and of Austrian minorities in Romania, Hungary, Czechoslovakia, and the Kingdom of Serbs, Croats, and Slovenes (Yugoslavia). It also contains excerpts from Article III of the Treaty of Saint-Germain-en-Laye having to do with the protection of minority groups, and records from the negotiations over the said section.

In this file we find a memorandum from the German government about the administration of its former African colonies based on the interpretation of the League of Nations agreement. Also some press clipping about the transfer of Rwanda and Burundi as former German colonies to Great Britain under League of Nations auspices and their subsequent transfer to Belgium as "gifts," which was strongly protested by Germany.
