This file contains regulations (règlement) of the Société des réfugiés de la Russie en Lettonie", whose president is D. Grigorieff and Secretary, V. Panoff. It contains press clippings, correspondence from D. Grigorieff requesting action of the Refugees Service to ensure that passports have a uniform model, that something be done regarding depreciated exchanges and discriminating measures regarding travel documents delivered by certain countries, i.e. that the refugees be treated as other foreigners are but instead of being under the protection of a Consul, under the protection of the League.

Correspondence exchanged between the Association (Prince D.A. Troubetzkoy, President) and the Geneva office regarding members wanting to re-locate in South America (Bolivia, Paraguay), includes resolutions of the General Assembly to consider the Refugee Service as intermediary and protector of the members in the colonization scheme. Prince M.A. Radkevitch-Mirsky succeeds Troubetzkoy as President from 21 Aug. 1927.

This file contains correspondence and notes regarding points raised at the inter-governmental conference of May 10-12 1926, decisions made during the 7th Assembly of LON, visa deliveries, the issue of the creation of a representative body of Russian emigrants in France. The Commission's correspondence is signed by Baron Boris Nolde and Jacques Rubinstein generally, Mr. C. Goulkevitch (Advisory Commission) acting sometimes as an intermediary. There are also regulations regarding the revolving fund created on the basis of the decisions made during 6th and 7th Assemblies of LON.
