By 24 Sept. 1923, the delegate informs Estonian government ready to enforce the identity certificates system, the date of enforcement is 26 Nov. 1923 however the Secretary-General requests an official confirmation as per No. 9 of the Arrangement regarding delivery of identity certificates.
