In 1929, Mrs. Henry Loomis, President of the American Society for the Relief of Russian Exiles, proposed the creation of the Anti-Tuberculosis Fund. The purpose of the Fund was to alleviate by all reasonable, practical means ... the situation of Russian refugees suffering from, or threatened with tuberculosis. The finance of the Fund in the amount of 10,000 dollars was born equally by the High Commissioner Office and the American Society. It was managed by a Committee with representatives from the two contributors and the Old Organisation of the Russian Red Cross. The Old Organisation of the Russian Red Cross was responsible for the placement of Russian tuberculosis patients in different sanatoriums mainly in France and also in Bulgaria and Germany.
