This file contains mainly correspondence regarding a newly created central organ coordinating the relief work. Letters are exchanged between Mr. Schlesinger, the delegate of the HCR in Germany, and Mr. de Watteville, deputy High Commissioner, on the subject of temporary housing for the destitute, and other forms of assistance to the refugees in which coordination with the Russian organisations is required, as well as support from the German government.

This file contains correspondence, transit slips, notes and lists regarding the Cossacks, their placement in Belgium or in another French-speaking country, subsequently, the possibility of their settlement in Argentina. Mainly, correspondence is exchanged with Mr. Reymond, from the Austrian and Hungarian delegation, and with the head of the group of Cossacks, the former general Alexandre Ivanoff. It includes a list of the "Cosaques-du-Don Travailleurs" with first and family names, birth dates and occupation pre/post-war.
