This file contains correspondence and notes regarding points raised at the inter-governmental conference of May 10-12 1926, decisions made during the 7th Assembly of LON, visa deliveries, the issue of the creation of a representative body of Russian emigrants in France. The Commission's correspondence is signed by Baron Boris Nolde and Jacques Rubinstein generally, Mr. C. Goulkevitch (Advisory Commission) acting sometimes as an intermediary. There are also regulations regarding the revolving fund created on the basis of the decisions made during 6th and 7th Assemblies of LON.

It contains file 45/28588/15833. Correspondence with a Ukrainian association regarding the Russian refugees' rights in Danzig; the Free City of Danzig communicates on the conditions of issuance of identity certificates since Aug. 1, 1924; the issue is raised of Poland's adhesion to the certificates system and the require for its visas on Nansen passports; the Legal Section is consulted as well as Danzig High Commissioner, MacDonnell. However, MacDonnell objects communications should have been made directly with the Polish delegation to the League. Reference is made to an agreement concluded between Danzig and Poland regarding the issue of passports. Danzig's application of the identity certificates system is communicated by a circular letter of 17 Oct. 1924.

This file contains correspondence namely exchanged with the Estonian delegation, Mr. Gallati, and between the latter and Estonian authorities. The subjects covered are the measures taken for delivery of visas, provisional identity certificates and transit visas to new refugees. By 24 Sept. 1923, the delegate informs Estonian government ready to enforce the identity certificates system, the date of enforcement is 26 Nov. 1923 however the Secretary-General requests an official confirmation as per No. 9 of the Arrangement regarding delivery of identity certificates.
