Statements were made by the representatives of the United Kingdom and the United States, and a representative of the UN Educational, Scientific and Cultural Organisation (UNESCO) introduced a report.
Members of the Ad Hoc Committee are Dahomey, France, Philippines, Poland, Soviet Union, United Kingdom and United States.

An ad hoc study group by the UN Commission on Human Rights for the purpose of considering a proposal for establishment of regional commissions on human rights within the UN family met for the first time today, elected officers and discussed the organization of its work. Per-Olof V. Forshell (Sweden) and A. A. Mohammed (Nigeria) were unanimously elected as Chairman and Vice-Chairman, respectively, at this morning's meeting. The 11 members of the Ad Hoc Study Group are Chile, Democratic Republic of the Congo, Iraq, Jamaica, Nigeria, Philippines, Poland, Sweden, Union of Soviet Socialist Republics, United Arab Republic and United States.
