The file contains correspondence mainly about the resignation of Victor Kehren and nomination of Mr. Coubaux. A. Coubaux was the Honorary Delegate for the High Commissioner in Belgium for six months in 1932. Due to bad health, he proposed to be replaced by his son Robert Coubaux.

The records document the accession by Belgium to the arrangement adopted in Geneva, for Nansen passports : a letter of 11 October 1926. Information is also exchanged with Mr. Lodge regarding the sale of Nansen stamps.
