Boettcher, from the Senate, was requested by S. Lester to report to President H. Rauschning the interview between K. Papée and A. Forster, and to draw his attention on the following matters: an article in the "Vorposten" calling for the suppression of the Socialist newspaper "Volkstimme", and attacks on Socialist gatherings, S. Lester was afraid they develop into more serious incidents.

L. Krabbe enquired S. Lester if he had the intention of asking that his periodical reports should be made available for the press, what had not previously been done, but the question arose because H. Rosting, who was acting High Commissioner last year, had expressed a desire that his last report should be circulated; S. Lester had not thought about the matter; H. Rosting's appointment as acting High Commissioner in Danzig was only due to the sudden death of Count Gravina and the impossibility of the Council to appoint immediately a successor; H. Rosting's childish behaviour.

Greiser's speech saying he will muzzle the opposition press; three incidents of recent times affecting the existence of the opposition Parties: the press organs of two of them prohibited and the Communist Party abolished; President H. Rauschning informed S. Lester the suppression of the newspaper was not definitive; H. Rauschning willing to open negotiations with the Socialists; S. Lester's impression was that the suppression of the newspaper was unjustified according to the Constitution.

S. Lester arose the problem of the replacement for the High Commissioner in the case of illness or death, J. Beck did not agree regarding this matter as a modification to the Convention of Paris; question of customs officers: according to K. Papée, the main obstacle was not the claim of Poland to request dismissal of the customs officer but the acceptance as law in Danzig of the decree of the Finance Minister in Warsaw.
