This file contains correspondence namely exchanged with the Estonian delegation, Mr. Gallati, and between the latter and Estonian authorities. The subjects covered are the measures taken for delivery of visas, provisional identity certificates and transit visas to new refugees. By 24 Sept. 1923, the delegate informs Estonian government ready to enforce the identity certificates system, the date of enforcement is 26 Nov. 1923 however the Secretary-General requests an official confirmation as per No. 9 of the Arrangement regarding delivery of identity certificates.
This file contains correspondence of the Finnish legation to the Secretary-General, Sir Eric Drummond, dated 15 Aug. 1922 and confirming Finland's adhesion to the identity certificates system, the circular letter dated 26 Aug. 1922 and informing the Council and other members of the League, of Finland's decision. The decision is to be enforced from October 1st, 1922.

It includes correspondence with other delegations regarding subsequent obstacles encountered in the delivery of visas by French diplomatic representations. It appears that the Russian organisations play an important role in the recommendations for visa issuance by French Consuls. A press clipping raises the issue of consequences on Russian emigration of "de jure" recognition by France of the Soviet government.
