The file contains a communication from the government of Cuba (and the English translation) in which several passages were omitted from the Secretary-General's report, as they referred not to "actions" taken within Cuba but to "actions" not taken in other States.

In 1966 Mr. Hernan Santa Cruz was appointed Special Rapporteur to carry out a special study of racial discrimination in the political, economic, social and cultural spheres. The scope of the study was different from earlier studies of discrimination, which dealt with all forms of discrimination but only with respect to human rights and fundamental freedoms. The records consist of correspondence with organizations and specialized agencies regarding the preparation of a work plan, including the draft outline for the collection of material.
