Opening address in toto. States that there is a world crisis involving both spiritual and economic decay. Reviews the League's failures - the failure of the Disarmament Committees, the withdrawal of Japan and Germany, the Chaco Boundary War, events in Manchukuo etc. Reaffirms his belief that this period is an historic cycle, that sanctions would be applied on the next violation of peace and that violators would have the responsibility of bringing about the downfall of the League and a world catastrophe. Cites some accomplishments of the League and ends on a note of optimism (International Committee for Intellectual Cooperation).
