This file contains correspondence between the High Commissioner in Danzig, Dr. van Hamel, the Polish Delegation and the Geneva Office. The subject is the situation of the more or less destitute Russian refugees, a lot of the refugees not having registered with the former Russian Consul, many are invalid. Reports of the Polish Delegate, Mr. Arnoulds, are included. It seems the HCR in Danzig communicates with the Geneva Office through him.
