The seven-number Committee on Communications, appointed last year by the UN Human Rights Commission, met for the first time yesterday to begin its study of procedures for dealing with communications alleging violations of human rights. President Jean-Bertrand Aristide (left) of Haïti, addressing the Commission on Human Rights, declares that the Commission must take a stronger stand against Governments that come to power through the force of arms. He said that some of the 20 000 people who had fled last September's putsch in Haïti had been put in camps reminiscent of the slave trade. Forced repatriation, he added, could be considered an act of racial discrimination.
