Letters are signed by Mr. T.F.Johnson (Geneva Office), Henri Reymond (Vienna delegation), Dr. Montel (Austrian representative for Russian refugees) and Mr. de Pflugl (Austrian legation in Geneva). The subjects covered are: status of Russian refugees and the adoption of the identity certificate system by Austria, the decision of the Geneva office to close the Vienna delegation and the consequences as viewed by Dr. Montel and Mr. Reymond, the problem of closing the HCR delegation due to budget restrictions and the staatenlosenpaesse which the Austrian authorities want to substitute for the identity certificates.
