Questionnaire to Governments, relating to Russian refugees - Letter of the Secretary-General Sir E. Drummond transmitting his memorandum on Russian refugee issue (which was initiated by the ICRC, then discussed by the Council) and concerning the following: proposed appointment of the High Commissioner, legal position, repatriation of Russian refugees to Russia, coordination of efforts for the assistance of the refugees.
Response to the questionnaire sent by the secretariat - German Ministry of Foreign Affairs - April 18, 1921 - Indicates that 1) The Russians living in Germany have a delegation in Berlin which takes care of their interests, 2) The German government cannot provide work for Russian refugees, 3) The German government is in favor of the creation of an international organization, charged with assisting the needy Russians.
