Recognition of new States by the United States - Communicated by Dr. Van Kleffens - Extract from a note sent on 10 August 1920 to the Ambassador of Italy by the Government of the United States, which declares that it recognizes the independence of none of the countries, except Poland, which were formerly part of Russia, before the consent of the latter has been obtained. It attests its faith in the recovery of Russia and its sympathy for this country.
