This file contains correspondence regarding the measures taken by France to act upon the resolutions adopted by the Council on 25 Mar. 1922, its adhesion to the identity certificates system on 4 Sept. 1922 and enforcement of adhesion as of 1 Jan. 1923. It includes correspondence with other delegations regarding subsequent obstacles encountered in the delivery of visas by French diplomatic representations. It appears that the Russian organisations play an important role in the recommendations for visa issuance by French Consuls. A press clipping raises the issue of consequences on Russian emigration of "de jure" recognition by France of the Soviet government.
This file concerns an expulsion order given to six persons with residency/asylum permits but without accusations or motives. The Russian organisation, Comité Russe de Secours aux Réfugiés en Pologne, notifies the Polish Delegation of the HCR.
It contains file 45/20773/15833, correspondence from the Département fédéral de Justice et Police and the Département Politique fédéral, sample of the identity certificates delivered by the Swiss government, press clippings (Schweizerische Republikanische Blätter), regarding transit visas and the decision of adhesion notified 20 Oct. 1922 and enforced 1 Jan. 1923.
Correspondence and telegrams regarding the expulsion of three former members of the Russian army, Glasenapp, Djakow and Lebedeff; the Russian refugees' complaint against the Danzig authorities for their removal of the Russian eagle from a stone and their mutilation of the epitaph on said stone; the possible creation of a sub-delegation of the High Commissariat for Refugees in Danzig. On these subjects, the Polish and Baltic States delegate, Mr. E. Gallati, meets representatives of the Danzig senate during a mission to the Free City 8-10 Dec. 1919. He meets namely President Sahm and his assistant, Dr. Ferber, a report of the mission is addressed to the deputy High Commissioner, M. T.F. Johnson.
File contains correspondence relating to the transfer of Russian Jewish Refugees (students) from Romania and Bessarabia to France and other countries.
File contains press clippings from various German, Russian, British and French newspapers and relating to the evacuation of Russian Refugees of German origin from Russia. These press clippings were collected in November and December 1929.
The file contains requests to assist refugees recovered from tuberculosis to obtain a resident permit and employment, as well as financial assistance requests for medical treatment and accounts.
