This file contains correspondence of the Finnish legation to the Secretary-General, Sir Eric Drummond, dated 15 Aug. 1922 and confirming Finland's adhesion to the identity certificates system, the circular letter dated 26 Aug. 1922 and informing the Council and other members of the League, of Finland's decision. The decision is to be enforced from October 1st, 1922.

The subjects covered are: status of Russian refugees and the adoption of the identity certificate system by Austria, the decision of the Geneva office to close the Vienna delegation and the consequences as viewed by Dr. Montel and Mr. Reymond, the problem of closing the HCR delegation due to budget restrictions and the staatenlosenpaesse which the Austrian authorities want to substitute for the identity certificates.
