Correspondence exchanged between the Association (Prince D.A. Troubetzkoy, President) and the Geneva office regarding members wanting to re-locate in South America (Bolivia, Paraguay), includes resolutions of the General Assembly to consider the Refugee Service as intermediary and protector of the members in the colonization scheme. Prince M.A. Radkevitch-Mirsky succeeds Troubetzkoy as President from 21 Aug. 1927.

The Commission's correspondence is signed by Baron Boris Nolde and Jacques Rubinstein generally, Mr. C. Goulkevitch (Advisory Commission) acting sometimes as an intermediary. There are also regulations regarding the revolving fund created on the basis of the decisions made during 6th and 7th Assemblies of LON.
